WAPDA
WAPDA, the Pakistan Water and Power Development Authority, was created in 1958 as a Semi-Autonomous Body for the purpose of coordinating and giving a unified direction to the development of schemes in Water and Power Sectors, which were previously being dealt with, by the respective Electricity and Irrigation Department of the Provinces. The Charter of Duties of WAPDA is to investigate, plan and execute schemes for the following fields:
1. Generation, Transmission and Distribution of Power.
2. Irrigation, Water Supply and Drainage.
3. Prevention of Waterlogging and Reclamation of Waterlogged and Saline Lands.
4. Flood Management.
5. Inland Navigation.
The Authority comprises of a Chairman and three (3) Members working through a Secretary.
WAPDA is one of the largest employers of human resources in Pakistan. Over the years WAPDA has built-up a reservoir of Technical know-how and expertise which has made it a modern and progressive organization.
After the settlement of the tariff dispute, the Company’s relationship with WAPDA has improved significantly and all outstanding matters have been resolved amicably. An excellent working environment based on mutual respect and co-operation has been developed which is beneficial to all parties. In this regard, Government of Pakistan (GoP) has also extended its full support to Hubco and WAPDA to complete all documentations relating to previous disputes. After the Unit 4 Generator Transformer incident, WAPDA provided the Company with its technical expertise in investigating the problem.
PSO
Pakistan State Oil Company Limited , namely PSO was found in 1976, as a result of an amalgamation of the three oil marketing companies i.e. : Pakistan National Oils Limited, Premiere Oil Company and Esso Undertakings in Pakistan.
As the largest Oil Marketing Company in Pakistan, Pakistan State Oil is committed to efficiently meeting the country’s energy needs beyond the 20th Century. Further, PSO has been listed in Asia’s largest 1000 companies by Asia Week.
Hubco relations with PSO are governed by Fuel Supply Agreement (FSA) under which Hubco purchases all its RFO requirements for the Hub Plant from PSO. RFO is devlivered via 78km long pipeline which is built exclusively for Hubco.
NTDC
National Transmission & Despatch Company (NTDC) Limited was incorporated on 6th
November, 1998 and commenced commercial operation on 24th December, 1998. It was
organized to take over all the properties, rights and assets obligations and liabilities of 220
KV and 500KV Grid Stations and Transmission Lines/Network owned by Pakistan Water and
Power Development Authority (WAPDA). NTDC operates and maintains twelve 500 KV and
twenty nine 220 KV Grid Stations, 5077 km of 500 KV transmission line and 7359 km of 220 KV
transmission line in Pakistan.
NTDC was granted Transmission License No. TL/01//2002 on 31st December 2002 by
National Electric Power Regularity Authority (NEPRA) to engage in the exclusive transmission
business for a term of thirty (30) years, pursuant to Section 17 of the Regulation of Generation,
Transmission and Distribution of Electric Power Act, 1997.
Hubco has entered into a twenty five years Power Purchase Agreement with NTDC on 20
November 2008 for its Narowal Power Plant.
BAKRI
In view of increasing demand of POL products and growth in Oil and Gas sector in Pakistan, the
Bakri group Saudi Arabia continued to demonstrate its enthusiasm and keenness to invest and
expand their area of activities in this field and therefore, decided to establish an Oil Marketing
Company under the name of Bakri Trading Company Pakistan (Pvt) Ltd. (BTCPL).
BTCPL is 100% owned by Bakri Trading Company Inc. Jeddah, Saudi Arabia having valuable
experience in the Oil, Gas and related industry and supplying Fuel Oil to many countries
including Pakistan for many years on regular basis. BTCPL has its registered Head Office
in Karachi with regional offices in Lahore and Islamabad. The license was granted by the
government of Pakistan Ministry of Petroleum and Natural Recourses on 18 August 2005 and
the company commenced its commercial operation effective September 2007.
Hubco has entered into a 25 year Fuel Supply Agreement with BTCPL on 02 March 2009 for
Narowal Power Plant.
Government of Pakistan
Hubco’s relationship with the Government is governed by the Implementation Agreement. Under this agreement Hubco has the exclusive right to operate the Hub Plant for a period of 30 years i.e. 2027 and Narowal Plant for a period of 25 years i.e. 2035. GoP under the agreement has guaranteed the performance of the power purchasers for both the plants.
Government of Balochistan
The Hub Power Company thankfully acknowledges the positive role played by the Provincial Government of Balochistan (GoB).
To set up the Hub project the Company signed an Agreement with the GoB who assisted in the procurement of site and provided certain consents. The GoB is represented on Hubco’s Board through the Secretary of Industries who is a nominated Director. The Company issued shares to GoB in lieu of payment for Government land transferred to the Company 356,607 number of shares of Rs. 10 each were issued to the Government in 1994 when the Company was floated.
The Company has always recognized the importance of maintaining the goodwill of both the Provincial Government and the inhabitants of the area. Relations have throughout the Project history has been excellent and the Government has been particularly supportive on a number of important occasions. support has also been forthcoming at District and Local levels.
Since the inception of the project, the Hub Power Company has paid Rs. 500 million to the Provincial Government.
International Power
International Power GDF Suez is a leading independent power producer that generates enough electricity to light millions of homes around the world. They have the resources and skills to play an active role in all phases of the power generation chain, including development, construction, operation and trading & marketing.
At present they have 42,225 MW (net) in operation, 6,561 MW (net) under construction in Latin America, North America, Middle East, Turkey, Africa and Asia.
International Power is the largest single shareholder of Hubco and also the O&M Contractor. The O&M Agreement was initially for a period of 12 years from Commercial Operation Date and now have been extended for a further 12 years period.
TNBRP
TNB Repair and Maintenance Sdn. Bhd. (TNB REMACO) was first incorporated as a subsidiary of Tenaga Nasional Berhad (TNB) in 1995. The company is managed independently as a business organisation within the corporate structure of the massive TNB group, Malaysia’s premier power utility organisation.
